City Tournament
An end of season single elimination tournament will be held for all teams.
All Practices and Games will be played on Fields 5 & 9 only.
The following local rules will apply. For anything not covered below please refer to the official Cal Ripken rule book for playing rules.
Bats
- Baseball bats may not exceed 33 inches in length or 2 1/4 inches in diameter.
- If any bat cannot be clearly identified for its make and model to determine the barrel composition, then the bat must be removed from the game. Any cracked or flat bats must be removed from the game.
- Pitchers are limited to no more than six innings pitched per calendar week (Monday through Sunday).
- Pitchers must have two calendar days rest if they pitch more than two innings in a game.
- A single pitch in an inning to a batter will count as one inning pitched.
- Pitching Mound is 50 Feet from the home plate and Bases are set 70 Feet Apart
- Pitcher’s Log in score book. Every manager must log every pitcher and his innings pitched after every game. This log must be reconciled and signed by both managers immediately after each game. The score and pitching information must be texted to the PCYB League official following the game. PCYB League officials will update the website daily. Failure of a manager to report information will result in an immediate one game suspension of the manager and possible forfeit of next game. Repeated violations may, at the league’s sole discretion, result in more severe penalties.
- A base runner may lead off, balking rules apply to pitchers. They will receive one warning only.
- Dropped Third Strike - A dropped third strike only matters when first base is unoccupied OR there are two outs. If there is a runner on first base and less than two outs, then a dropped third strike doesn't matter and the batter is out. If unoccupied and less than two outs the batter can attempt to run. When there are two outs the same rule applies with the addition that first base can be occupied. In this situation a force play can be created on other bases in addition to either tagging out the batter or throwing him out at first.
Official Game & Other Rules
- Six innings is a full game or at least four innings is required for an "official" game to be declared.
- Mercy Rule ends a game if one team is ahead by ten or more runs after four innings have been played. Home team will not bat if leading after 3 1/2 innings and up by 10 runs.
- Continuous Batter Order is utilized with 9 players in the field.
- Players arriving after the start of the game are to be placed at the end of the batting order.
- Free substitution will be allowed defensively but the batting order will not be changed once the game has begun.
- A courtesy runner must be the last participant to make an out in the offensive teams’ lineup.
- Nine (9) fielders may be on the field each inning but play may go on with as few as eight (8).
- All players must play a minimum of six (6) outs per six inning game.
- All players will wear protective headgear for batters in the box, on-deck, and base runners.
- All players will wear full protective gear for the catcher, including a protective cup, and a helmet with face mask and throat protector.
- Avoid Contact Rule - prohibit "malicious" contact of a fielder by a base runner, for the sole purpose of knocking the ball loose from the fielder's grip. Judgement call will be an out.
- Any player ejected will server a single game suspension. A player receiving a 2nd ejections is suspended from the league until an appeal hearing can be heard before the board.
- If the batter squares up to bunt as the pitcher begins his delivery, and the pitcher stops before he releases the pitch, this will constitute a dead ball and the pitcher will be charge a ball. Runners will be allowed to advance one base.
- No fake bunting. (square, then swing away). Result will be a dead ball and an out of the batter.
- Home team is responsible for official book and texting in final scores and inning pitch counts
- PCYB will provide each team with their score book. These scorebooks must contain Cal Ripken local league games only. These scorebooks must be turned into the PCYB board at the end of your season and are required documentation for post season player verification and may be summoned by Cal Ripken. Home team must communicate final score and inning pitch count to coach group text.
- The scorebook should contain player number, first name initial, and complete last name only.
- Visiting team is responsible for scoreboard.
- No spectators will be allowed to sit or stand behind the backstop area. It is the team manager’s duty to enforce this rule. The umpire may halt play until these areas are cleared. PCYB League officials, in their official capacities, may observe games from these areas.
- A maximum of 4 adults, who are league-approved volunteers, shall be allowed in a dugout at any given time. Bat boys/girls are not allowed. Children not members of a team will not be allowed in the dugout. Only rostered adult coaches coach the bases
